Portland Police Oversight Board Warns Proposed Budget Could Undermine Public Trust
Members of Portland's newly established police accountability system are raising concerns over a proposed budget ordinance that could undermine public trust in their efforts. The ordinance, introduced by Council Vice President Olivia Clark and several other councilors, aims to utilize funds from the Office of Community-based Police Accountability (OCPA) to repay borrowed contingency funds from the city’s general fund. This move is intended to save 30 city jobs across various departments, including public safety and parks. The Community Board for Police Accountability (CBPA), which oversees the OCPA, has formally objected to this ordinance. In a letter addressed to Mayor Keith Wilson and city councilors, CBPA members expressed that the ordinance threatens to erode the independence of the newly formed oversight body, which was established following a voter-approved measure in 2020. The board emphasized that diverting funds from the OCPA for other purposes could violate the city’s charter and lead to legal challenges, as it undermines the board's decision-making authority. While the councilors sponsoring the ordinance assert that it will not interfere with the OCPA, the CBPA members believe otherwise. They argue that this is the third attempt by Councilor Clark to access OCPA funds without proper consultation, which could set a troubling precedent for future governance. The ordinance is framed as a necessary response to new information regarding the budget, although specifics about this information remain unclear. The proposed budget changes would allocate nearly $10 million in contingency funds to prevent significant cuts to essential services.
