LCQ12: Improvement measures for flooding problem in northern New Territories
In recent years, the northern New Territories of Hong Kong have faced significant flooding challenges, particularly in areas like Ta Kwu Ling, Sheung Shui, and Fanling. Severe rainstorms, notably those on May 20 and June 18, 2026, led to intense rainfall that overwhelmed local drainage systems, resulting in widespread flooding and power outages for many residents. The Drainage Services Department (DSD) has reported thousands of requests for assistance related to flooding, highlighting the urgent need for effective flood management strategies in these vulnerable regions. The DSD has identified that many flooding incidents were caused by debris obstructing drainage inlets, which significantly reduced the system's capacity to manage stormwater. Additionally, the natural waterways in the area struggled to cope with the sudden influx of water, exacerbating the flooding situation. In response, the government has undertaken various drainage improvement projects since the 1990s, including the construction of pumping facilities and river training works to enhance flood resilience. Moving forward, the government is considering integrating flood prevention measures into the broader development plans for the Northern Metropolis. This proactive approach aims to ensure that new developments do not worsen existing flooding issues while addressing the needs of current residents. Enhanced flood warning systems and evacuation plans are also being evaluated to better prepare communities for future storm events.
