Digital access, cyber security challenges in DPI ecosystem: Nageswaran

India's digital public infrastructure (DPI) has made remarkable strides, achieving a world-class scale that enhances service delivery and efficiency. However, Chief Economic Advisor V Anantha Nageswaran highlighted ongoing challenges related to digital access, data governance, interoperability, and cyber security during a recent ICRIER event. He pointed out that significant segments of the population, particularly the elderly and those in poorly connected areas, still struggle to access digital services, emphasizing that sophisticated infrastructure does not equate to true digital inclusion. Nageswaran noted that the legislative and institutional frameworks governing data sharing and digital records are still evolving. While the integration of Union Government systems has improved, the quality of state-level digital infrastructure varies widely. This inconsistency can significantly affect citizens' experiences, especially since many essential services, such as health and education, are delivered at the state level. On the cyber security front, Nageswaran stressed the need for ongoing institutional focus as threats continue to grow in sophistication. Despite these challenges, India's DPI, characterized by initiatives like the JAM Trinity, has successfully facilitated direct benefit transfers, reducing leakages and improving access to welfare measures. This transformation positions India not just as a user of digital systems but as a pioneer in building large-scale digital architecture for governance and service delivery.
